He has experience managing information technology services, products, and projects. He is known for accomplishing both corporate and customer objectives in every assignment that he undertakes.

Erina Rajbhandari is a results-driven executive with over 15 years of expertise in financial management, federal and state contracting, and strategic operations. As CFO and Contracting Officer, Erina oversees the firm's financial health and ensures rigorous compliance across a multi-million-dollar portfolio of government and commercial projects. She holds a Master’s degree in Accounting (Summa Cum Laude) and leverages technical proficiency and proactive risk management to ensure ISSI remains financially agile and compliant while delivering critical IT services and solutions.

Umesh Pokhrel serves as Chief Operating Officer, providing operational and strategic leadership with a focus on IT services and government contracting. He oversees office operations, improves organizational efficiency, and supports strategic planning initiatives. Umesh also assists the team with tax and financial planning and is a valued member of ISSI’s Oversight Group, helping business units achieve operational excellence. Umesh has been a part of ISSI for the last 10 years.

Radhika Mulpuri brings more than two decades of leadership in information technology and program delivery to ISSI. She holds a Master’s degree in Computer Science and is a certified Project Management Professional (PMP) and Scrum Master, with a career spanning since 1998 across federal, state, and commercial environments. Known for her practical leadership style and results-driven approach, Radhika focuses on aligning business objectives with technology execution, building strong teams, and delivering solutions that provide lasting value to clients. As an IT Director and Senior Program Manager, Radhika has led large-scale software development, data migration, infrastructure, and systems integration initiatives, guiding cross-functional teams through complex technical and organizational challenges. She has extensive experience implementing and managing quality frameworks, including ISO 9001, ISO 27001, and CMMI, ensuring that delivery processes meet rigorous compliance, security, and performance standards while supporting continuous improvement.

Usman Muhammad is a client-focused technology and services leader with a proven record of delivering IT workforce solutions and professional services to Federal, State, and County agencies. He brings deep experience directing end-to-end IT delivery, including resource strategy, technical vetting, onboarding, and deployment within regulated government environments. Usman has led delivery execution for Federal IT programs exceeding $20M in value, with direct oversight of service performance, quality controls, compliance, and SLA adherence.
